The anime is set in Baylong City, an artificial island city planted in the Pacific Ocean outside of any territory's jurisdiction to exploit local natural resources. In particular, the theft of the new energy source orgonium has led to an outbreak of "D-catastrophes" by demons in the metropolis. Private Military Organizations (PMC) are tasked with dealing with such incidents.
